The transition from Construction to Commissioning, Qualification, and Validation (CQV) presents numerous challenges for project teams on complex projects. This panel event brings together a group of industry experts to discuss these challenges and offer practical solutions for successfully navigating the Construction-to-CQV handoff. During the panel discussion, experts will explore common issues and share real-world experiences, lessons learned, and strategies to improve communication, mitigate risks, and streamline the transition process.
This Commuter Conference will include options to attend in-person and virtually! For the benefit of our members, our in-person attendees will be able to join in either San Leandro or Sacramento.

Geoffrey Cosio | MEP Director | XL Construction
Geoffrey has more than 25 years of industry experience delivering GMP facilities. His career began with delivering GMP building automation systems and creating validation documents and evolved into delivery management of GMP MEP and automation systems. As MEP Director for XL Construction, Geoffrey oversees staff, collaborates with industry partners, and provides technical guidance for delivering MEP systems on their most complex, state-of-the-art life science projects.
Angelo Puglisi | Director of Operations | E Tech Group
Angelo has over 30 years of automation experience in all phases of PLC, DCS and SCADA upgrade projects, with the majority being GMP systems for life sciences customers. Since starting at E Tech (formerly Banks Integration Group) in 2000, his responsibilities have included team, customer, and project management, generation of GMP specifications and test documents, PLC/HMI/SCADA development, management of installation, validation, and checkout.
Vince Rubino | Regional Manager, Commissioning Qualification & Validation (CQV) | Integrated Project Services (IPS)
Vince has over 20 years of experience in CQV, facilities management and Quality Assurance supporting healthcare related products and data in biopharma, cell therapy, medical device and development laboratories. He leads a team of IPS CQV engineers serving Northern CA.
Mark Thomas | Sr. AD of Engineering | Boehringer Ingelheim
Mark has 23 years of experience in system, plant, and facility engineering design, implementation, and ownership. He has worked for two different commercial drug manufacturing companies, supporting many different drug tech transfer projects. He has worked on facility improvements, startup, CQV, and supported regulatory inspections from different agencies. He now leads a team of engineers who perform complex CAPEX projects from design through implementation at the Fremont site. He also leads another team of engineers to evaluate operational risk and system reliability.
