Christine D. Niero, Ph.D.
Dr. Christine D. Niero, PhD, Vice President, Professional Certification and Client Development, is an executive who brings over twenty years of experience in credentialing and not-for-profit organizations. Dr. Niero heads the Washington, D.C. office of Professional Testing.
Dr. Niero has worked with the ISO/IEC 17024 since 2000, and from 2003 – present, serves as member of the Personnel Certification Accreditation Committee, as previous mentioned, the decision-making body for accreditation under ISO/IEC 17024. In addition, Dr. Niero is a member of CAPC (since 2003), the ANSI appointed Conformity Assessment Policy Committee, responsible for policy oversight to all of ANSI’s conformity assessment programs. CAPC has oversight to the ANSI International Conformity Assessment Committee, ICAC, which develops consensus among stakeholders, advocates policy nationally, regionally and internationally, and coordinates U.S. positions via ICAC and ensures that these positions are considered in the development of conformity assessment guides and standards within ISO/CASCO (Conformity Assessment Committee).
Directly related to the development of certification programs, Dr. Niero’s areas of expertise include: developing and re-engineering certification programs; benchmarking and auditing programs; achieving accreditation, developing recertification and ethics and disciplinary programs; strategic planning; policy development; building effective governance and organizational models. She has directed and served as the CEO of certification programs national in scope and at entry and advanced/specialty levels. Her expertise in credentialing and management has enabled certification programs to sustain significant growth, operate at the level of best practices, and earn industry recognition.
A recognized leader, Dr. Niero frequently provides presentations on the topic of certification at national levels, and to certification boards, and has presented at the Association of Test Publishers (ATP); the National Organization for Competency Assurance (NOCA); the American Society of Association Executives (ASAE); the Metropolitan D.C. Certification Networking Group; and the Council on Licensure, Enforcement and Regulation (CLEAR).
Dr. Niero serves as a committee member of the Personnel Certifier Accreditation Commission (PCAC) for the American National Standards Institute (ANSI) and is former Chair and a member of Steering Committee of the Metropolitan D.C. Certification Networking Group. Dr. Niero served as an officer on the Board of Directors of the National Organization for Competency Assurance (NOCA) and chaired the Task Force on Recognition for the Association of Specialized and Professional Accreditors, which recognizes specialized accrediting agencies.
